New legislation requires safe-exchange location for minors.  Known as “Cassie Carli’s Law” and effective July 1, 2024, this new law requires safe-exchange locations to be established in a sheriff’s parking lot in each of Florida’s 67 counties.  The location must be accessible 24 hours a day, 7 days a week, be video monitored, and marked with signage or a purple light.  Cassie Carli, the law’s name sake, was a 37-year-old mother from northwest Florida who vanished in March 2022 after a custody exchange for her toddler-aged daughter in a restaurant parking lot.  He body was later found in Alabama and the father is facing charges.  The judges will identify high-conflict families and are authorized to order a safe-exchange location “if there is a risk of or an imminent threat of harm to one of the parents or the child during the exchange.”  House Bill 385, Senate Bill 580.
